entrepreneurship,increased incomes, youth as a voice in their community and softer skills leading to

Job Title:Senior Human Resource sand Admi n fficer
Reporting to:Finance and Admin Manager
Location:Iringa

Jobdescription:
 The Senior Human Resources and Admin officer will support the development and implementation of HR initiatives and systems
 Provide counseling on policies and procedures
 Be actively involved inrecruitment by preparing job descriptions,posting ads and managing the hiring process
 Create and implement effective on boarding plans
 Assist in performance management processes through applying an annual Performance Appraisal Report
 Support the management indisciplinary and grievance issues
 Maintain employee records(attendance,EEO data etc.)per policy and legal requirements and engage with the DAI Technical Administration Management Information System–TAMIS
 Review employment and working conditions to ensure legal compliance
 Provides ongoing guidance and training to staff in setting and achieving established standards as well as identifying and reporting staff capacity needs and then developing these into staff capacity development plans
 Provides administrative support functions to all FAM activities
 Provides input into review and update of staff job descriptions
 Provides upervision to Receptionist cum Admino fficer
 Provides monthly and quarterly reports to management
 Other duties as assigned by the supervisor

Qualifications
 Understanding of labor laws and disciplinary procedures
 Proficient in MSOffice; knowledge of HRMS is a plus

Job Title:Grants Officer
Reporting to:Grant sManager
Location: Zanzibar

Job Descriptions
• Develop and/or revise Requests for Application,Annual Program Statements,Requests for Proposal,
Concept Notes,Grants & Contract manuals,support documents,templates,and systems to ensure
compliance with project needs and donor requirements
• Provide management over sight and technical assistance to the project and proposal budget
development
• Provide oversight to grants and contracts .Work closely with project technical staff to facilitate the
grant application and delivery process.
• Provide oversight and technical assistance in the propermanagement of grants,sub contracts,and
sub-agreements throughout the project.
• Work with the Grants Manager,senior management and technical staff to select grantees foraward.
This will include establishing selection criteria for sub-grantees and conducting pre-award
assessments to determine the responsibility of prospective grantees and providing feed back to all
the applicants
• Make determinations of risk profiles of prospective grantees and recommend appropriate
approach estomitigate the risks identified,including the development of special award conditions.
• Ensuresub-grantee meet sselection criteria & budget analysis and negotiations
• Complete submission of award documents for approval by Chief of Party/USAID or DAI/W contracts
administrator.
• Provide technical assistance to staff and grantee so administrative policies and procedures for
grants management. Technical assistance on the following topics will be provided in conjunction
with the Grant sManager
• Policies and procedures for procurement under sub-grants &I nterpretation of donor regulations
• Coordinate the monthly/quarterly reporting process where each grantee submits requests for
reimbursements,and reports financial status,monitoring and evaluation data and an arrative report
on progress.
• Assess and manage risk for sub-awards to partner and subrecipient organizations.
• Conducts it evisits to selected grantee organizations todirectly observe project implementation,
provide project management support,train on USAID rules and regulations
• Ensure regular audits are conducted on local partner and follow upon resolution off indings with
partner’s staff.
• Organize an dmaintain all project documents and files related to grant process and individual
grantee activities.
• Maintain and updat especific project and related correspondence files,tracking and status sheets,
and databases.
• Conduct investigation store solve contractual issues/problems/disputes arising from grants and
make recommendations to Grants Manager for resolution.

Qualifications
 Degree in Finance,Accounting,BusinessA dministration or related field.
 Strongorganizational skills, accuracy and attention to detail.
 Experience with USAID donorfunded project.
 Experience with GAAP and fund accounting principles, practices and regulations.
 Working knowledge of grants accounting.
 Proficiency with Microsoft office.
 Experienc eworking with databases.
 Multi-lingual skills and/or multi-cultural experience appreciated
 At least three years of working experience

Job Title: MEL Officer
Reporting to:MEL Manager
Location : Iringa

Job descriptions
 Support the MEL Manager in the development of effective M&E tools that can be implemented by
field staff and partners.
 Review and maintain the project’s monitoring an devaluation plan,based on the projects document
log frames and indicators.This will include following:
 Identify sources of data,collection methods,who collects data,how often,cost of collection an dwho
analyzes it.
 Develo pcriteria and evaluation scheme for the project impact,benefit and sustainability.
 Oversee and execute M&E activities included in the Annual WorkPlan,with focus on results and
impacts.This willi nclude the following:
 Design the framework for the physical and process monitoring of project activities
 Promote a result based approach for monitoring and evaluation,emphasizing results and impacts.
 Prepare consolidated progress reports for project management including identificatio nof problems,
causes of potential bottle necks inproject implementation,and providing specific recommendations.
 Check that monitoring data arediscussed in the appropriate forum and in atimely fashion in terms
o fimplications for future action.
 Facilitate, act as resource person,and join ifrequired any external supervision and evaluation
missions.
 Identify areas for program improvement based on data collected and reportback to COP/DCO Pand
M&E Manager.
 Ensure data quality through regular data quality assessment visits to LIPs/sub-granteesand
beneficiaries
• Promote learninga nd the use of data to improve YEEA and Producing qualitative and uantitative
reports.
• Monitor and track all project indicators throughout the life of the project
• Providing capacity building to sub-grantees regarding implemented project activities

Qualifications
• Education: Bachelor or Master’s degree in adevelopment field,social science,economics,or
relevant discipline.
• Prior Work Experience :Minimum of five years of progressively responsible professional experience
in a performance monitoring and/or evaluation role with an international development organization.
• Language Proficiency: Fluentin English and Kiswahili
• Job Knowledge :Demonstrated ability in data analysis,project design,monitoring,and evaluation of
development activities. Experience developing results frameworks,logical frameworks,or similar
tools fo rproject design is required. Experience developing and/or using performance management
plans or similar tools is required. Demonstrated knowledge of and experience in monitoring and
evaluating programs—includingi ndicator development,study design,and data analysis—in multiple
sectors.
• Experience using mobile data collection tools suchas; ODK,SurveyCTO, KoboCollect etck

Job Description
 Develop new and innovative ways for youth-ledent erprises to access financing
 Develop access to finance initiatives and/or solutions for youth-led groups and businesses from a
variety of financial institutions
 Mentor new youth-led business entities through the business registration process
 Map the financial environment in which small and medium youth-ledent erprisesoperate
 Write and review business plans
 Provide support to the Grants Manager on proposals and finance issues
 Present finance issues at a high level to government and other donor partners
 Develop a training manual for young entrepreneurs entering the business environment
 Provide training for young entrepreneurs
 Provide support to youth-led enterprises to access government Youth Development Funds
 Must be able to report results, challenges and to keep a database of clients
 Will work with M&EL to keep track offield activities
 Able to plan and budge teffectively
 Must have an understanding of the agriculture finance environment in Tanzania

Qualifications
 Minimum Bachelor degree in finance, business or related field
 Minimum 10 years in providing business finance to small and medium enterprises
 Fluentin English-spoken and written
 Able to demonstrate ability to write in English

 Experience with formal,semi-formal and informal finance tools
