II. ORGANIZATIONAL CONTEXT AND SCOPE
Context:
The Government of the United Republic of Tanzania (GoT) recognizes the value of the migration and national development nexus, and has requested IOM’s assistance towards the mainstreaming of migration into Tanzania’s national development planning. However, enhancing the positive linkages between migratory flows and development require a solid understanding of the country’s mobility characteristics, and how migration affects various sectors of development. Tanzania was lacking data to support evidence- based policy making related to migration initiatives, including labour migration, diaspora engagement, and remittances, to mention a few. IOM’s response addressed the problem through several results:
a) Developed a national Migration Profile: enabled the GoT to better understand the country’s migratory flows, and therefore be in a better position to plan and implement future programs across a variety of sectors.
b) Established the interministerial task force on migration: This created a long-term platform for the GoT to address cross-cutting migration issues. As a result, migration will be embedded in an overall development strategy (migration mainstreaming) and help identify gaps in existing legislative and policy frameworks.
c) Created a web portal to make it easier for the GoT to understand the profiles and skills available amongst the Tanzanian diaspora and how they may be able to fill current gaps in Tanzania’s key sectors (through return migration or other forms of engagement, including virtual training). Similarly, diaspora organizations and their members will be in a better position to reach out and engage with home communities if an electronic platform is made available to facilitate communication and job-skills matching.
d) Provided capacity building including trainings (focusing on the engagement of women in the diaspora, and a training of trainers on migration and data collection, sharing and harmonization) to ensure sustainability and continuous updates of the migration profile as well as the diaspora web portal. IT support was also provided (including purchase of computers and cabling within the ministry of foreign affairs) to ensure that the web portal can be maintained, updated and hopefully result in future diaspora engagement programs through on online diaspora profile database.
Scope:
This evaluation will focus solely on the project entitled “Enhancing the migration base for the development of Tanzania.” The project was implemented in Tanzania, with some outreach activities also carried out in Kenya and the U.K. from September 2013 to February 28, 2015, with an extension until May 31, 2017. The scope of this evaluation will not include travels to the UK or Kenya, although stakeholders in all three countries should be interviewed.

2. Assess the effectiveness of the project in reaching its stated objectives.

6. Identify lessons learned and best practices.

V. EDUCATION AND EXPERIENCE

• Holder of Bachelor’s degree or Master Degree in Political Science or Law or related field
• 5 years’ experience in Project Designing, Management and Evaluation.
• Experience in working with International Organizations
• Strong Computer skills especially in Ms Excel, Word and Outlook
• Ability to pay close attention to details and work with minimal supervision
• Ability to work under pressure and meet deadlines
• Ability to work effectively and harmoniously with a team of colleagues

VI. LANGUAGES

Required

• Fluency in both written and spoken English and Kiswahili languages
