Nature of services to be rendered
Providing high level technical assistance and coordination support to develop a platform for the implementation of DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored and Safe) interventions in Muleba District Council per the detailed work plan and deliverables listed below.
Relevance of service to the project
ICAP in Tanzania is currently conducting activities as the community implementing partner for HIV prevention services under PEPFAR-CDC funding. Locally known as the FIKIA project, this ICAP project provides comprehensive, community-based HIV prevention services to key populations (KP) and priority populations (PP) in nine regions across Tanzania including Dar es Salaam, Pwani, Tanga, Mwanza, Mara, Simiyu, Kigoma, Kagera and Geita. KP include groups at elevated behavioral risk for HIV, including female sex workers (FSW), people who inject drugs (PWID), and men who have sex with men (MSM). Priority populations include vulnerable adolescent girls and young women (AGYW). The FIKIA project seeks to provide appropriate evidence-based HIV prevention and clinical services to these groups in order to reduce HIV infections and HIV-related morbidity and mortality.
In Year 3 of the project, ICAP is planning to implement DREAMS interventions in Muleba DC, Kagera region. DREAMS aims to reduce HIV among adolescent girls and young women and create a generation of Determined, Resilient, Empowered, AIDS-free, Mentored and Safe adolescent girls and young women.
ICAP is seeking to engage an independent company with strong experience in this area to assist with development of key materials and coordination for the planned DREAMS implementation. **
Method of Accountability
All technical deliverables and financial reports will be submitted on a milestone basis as agreed with the ICAP team.

Variable; dependent on applicant rates.
Funding amount
Budget ceiling: $10,000.00 Payment terms will be based on milestones/deliverables on timeline agreed with ICAP.
Detailed workplan/deliverables list
The scope of work will entail the following tasks:
- Produce a package including: work-plan, standard operating procedures (SOPs) and training materials for peer educators and healthcare providers to integrate in FIKIA project the following DREAMS interventions:
a) Economic strengthening: including business literacy, entrepreneurial knowledge and strategies for saving.
b) Gender norms and life skills: including gender, reducing gender-based violence, communication and relationship skills in the context of HIV.
c) Parenting training for adolescent girls and young women who have children.

In collaboration with ICAP and the Local Government Authorities in Muleba DC, identify “safe spaces” where adolescent girls and young women enrolled in the DREAMS program can meet for follow-up sessions and services in each ward.

In collaboration with ICAP and the Local Government Authorities and relevant stakeholders such as health facilities and police, develop a referral system for gender-based violence within each ward.
Minimum Qualifications of Applicants / Evaluation Criteria**
- Must have demonstrated experience supporting DREAMS implementation (40%)
- Must have demonstrated experience providing consulting services to international NGOs, multinational organizations, and/or governments on areas of public health, particularly HIV prevention and treatment and key populations (40%)
