ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University’s Mailman School of Public Health (MSPH) registered in Tanzania as MSPH Tanzania LLC since February 2005 (SO No. 12987). ICAP currently operates in nine regions across Tanzania and employs over 200 people to deliver public health interventions in close collaboration with the Ministry of Health, Community Development, Gender, Elderly, and Children (MoHCDGEC) and the National AIDS Control Program (NACP).

Since October 2016, ICAP has been receiving PEPFAR funding from Centers for Disease Control and Prevention (CDC) for a 5-year project delivering HIV interventions as the community implementing partner. Known in country as the FIKIA Project and currently in Year 2 of 5 for implementation, the project provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve UNAIDS 90-90-90 targets. FIKIA implementation spans a total of 58 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu, Mara, Pwani, Tanga, and Dar es Salaam.

ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives. ICAP is now seeking to fill the below position for the FIKIA project :

Position Title: Technical Officer, Youth Interventions

Reports to: Technical Advisor, Key and Vulnerable Populations (KVP)

Location: Dar es Salaam

Travel: Up to 70% in intervention regions

Overall Job Function:

The incumbent will be responsible to provide technical assistance to the key and vulnerable populations (KVP) portfolio of the ICAP FIKIA project in all regions (Mwanza, Kagera, Geita, Simiyu, Dar es Salaam, Pwani, Tanga, Kigoma and Mara), focusing on services targeted towards adolescent girls and young women (AGYW), including DREAMS interventions. S/he will work closely with the Technical Advisor – KVP in Dar es Salaam to create innovative strategies to ensure achievement of UNAIDS 90-90-90 goals in the HIV cascade for AGYW reached by the ICAP FIKIA project.

Specific responsibilities and duties:

  • Provide assistance with the planning, implementation and monitoring of the KVP program, focusing on services targeted towards AGYW, and ensure services follow National Guidelines and standards.
  • Assist with monitoring the uptake of HIV testing and treatment including test-and-treat strategies and identify gaps to reduce drop-offs from the cascade for AGYW.
  • Assist technical teams in supporting regions to conduct mapping and ongoing re-mapping to improve identification and testing of AGYW groups.
  • Provide technical assistance to implementing DREAMS and other AGYW activities in project regions including:

  • Contribute to the developing strategies and interventions to improve the quality and responsiveness of HIV prevention programming and service delivery for adolescent girls and young women

  • Support the creation of safe spaces in implementing districts to provide services to adolescent girls and young women

  • Support the development and adaptation of appropriate training materials, job aides and tools to capacitate peer educators to provide appropriate interventions.

  • Support the creation of appropriate referral chains, and track client referral to care for services as appropriate, including gender-based violence management and family planning services.

  • Assist the technical team to rollout new interventions and demonstration projects targeted towards AGYW, maintain local and Columbia IRB approvals and ensure adherence to ethical standards and SOPs.

  • Assist the technical team to manage and revise program SOPs, tools and job aids according to PEPFAR guidance, National Standards and programmatic needs.

  • Contribute to the development of manuscripts, reports, abstracts and presentations to disseminate results of program evaluations and demonstration projects.

  • Work with technical team to coordinate and participate in supervision and monitoring visits to program sites.

  • Perform any other relevant duties as assigned by the supervisor.

Required Qualifications, Knowledge, and Skills:

· Required Education: Bachelor degree and higher in Gender, Public Health, Social and/or Behavioural Sciences; OR clinically trained (MD, MBBS, Nursing or equivalent)

o Preferred: Master’s Degree in Public Health or related discipline.

  • Required Experience: Minimum 3 years’ experience working in a health setting in Tanzania.

  • Preferred: experience in fields related to HIV, gender, youth and adolescents, sexual reproductive health, and/or DREAMS programming.

  • Preferred: Previous experience on CDC/PEPFAR funded projects.

  • Excellent communication skills, including writing and presentation skills. Fluent in both Kiswahili and English.

  • Excellent computer skills: MS Excel, Word, PowerPoint at minimum.

  • Ability to adapt to situations quickly and problem solve.

  • Ability to work independently and travel extensively to remote areas.

  • Flexibility to work after normal working hours and weekends at informal gatherings and entertainment centres.

  • Ability to interact well with all targeted KVP groups and peer outreach volunteers by facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment in the program, to welcome all clients regardless of their background.
