ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University’s Mailman School of Public Health (MSPH) registered in Tanzania as MSPH Tanzania LLC since February 2005 (SO No. 12987). ICAP currently operates in nine regions across Tanzania and employs over 200 people to deliver public health interventions in close collaboration with the Ministry of Health, Community Development, Gender, Elderly, and Children (MoHCDGEC) and the National AIDS Control Program (NACP).
Since October 2016, ICAP has been receiving PEPFAR funding from Centers for Disease Control and Prevention (CDC) for a 5-year project delivering HIV interventions as the community implementing partner. Known in country as the FIKIA Project and currently in Year 2 of 5 for implementation, the project provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve UNAIDS 90-90-90 targets. FIKIA implementation spans a total of 58 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu, Mara, Pwani, Tanga, and Dar es Salaam.
ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives. ICAP is now seeking to fill the below position for the FIKIA project : **
Position Title: Technical Officer, Surveillance & Surveys
Reports to: Technical Advisor, Community-Based HIV Services (CBHS)
Location: Dar es Salaam
Travel: Up to 60% in intervention regions
Overall Job Function:
The incumbent will be responsible to provide technical assistance on initiatives related to surveillance and surveys for the ICAP FIKIA project in all regions (Mwanza, Kagera, Geita, Simiyu, Dar es Salaam, Pwani, Tanga, Kigoma and Mara). S/he will work closely with the Technical Advisor – Community-Based HIV Services in Dar es Salaam to implement planning, coordination, and technical assistance of bio-behavioral surveys (BBS), size estimations, mapping, and disease surveillance approaches among targeted populations including key and vulnerable populations (KVP).
Specific responsibilities and duties:
- Assist in the planning of BBS and other surveillance strategies including stakeholder engagement/meetings, protocol development and submission, and dissemination of findings.
- Assist in the implementation of BBS and other surveillance strategies including development of tools and standard operating procedures (SOP), trainings, monitoring and supervision of activities, and preparation of reports.
- Assist the technical team with site supervision to ensure BBS and other surveillance strategies are being implemented with integrity and fidelity.
- Assist technical team in operationalization of demonstration projects and program evaluations related to surveillance and surveys, to ensure implementation according to protocols, compliance with local and Columbia University Institutional Review Boards and adherence to ethical standards and SOPs.
- Contribute to the development of manuscripts, reports, abstracts and presentations to disseminate results of program evaluations and demonstration projects.
- Perform any other relevant duties as assigned by the supervisor.
Required Qualifications, Knowledge and Skills:

Required: Master’s degree or higher in public health, epidemiology, biostatistics, or related field.

Preferred: additional degree in a clinical discipline.

Required: Minimum 3 years’ experience working in a health setting or public health research in Tanzania.

Preferred: experience in fields related to HIV, public health research, surveillance/surveys including BBS, and/or community health.

Preferred: Previous experience on CDC/PEPFAR funded projects.

Required: Excellent computer skills: MS Excel, Word, PowerPoint at minimum

Preferred: Proficiency with statistical and data analysis software (e.g. STATA, SAS, SPSS)

Excellent communication skills, including writing and presentation skills. Fluent in both Kiswahili and English.

Ability to adapt to situations quickly and problem solve.

Ability to work independently and travel extensively to remote areas.

Flexibility to work after normal working hours and weekends at informal gatherings and entertainment centres.

Ability to interact well with all targeted beneficiaries, health care workers, and volunteers by facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment in the program, and to welcome all clients regardless of their background
