ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University’s Mailman School of Public Health (MSPH) registered in Tanzania as MSPH Tanzania LLC since February 2005 (SO No. 12987). ICAP currently operates in nine regions across Tanzania and employs over 200 people to deliver public health interventions in close collaboration with the Ministry of Health, Community Development, Gender, Elderly, and Children (MoHCDGEC) and the National AIDS Control Program (NACP).

Since October 2016, ICAP has been receiving PEPFAR funding from Centers for Disease Control and Prevention (CDC) for a 5-year project delivering HIV interventions as the community implementing partner. Known in country as the FIKIA Project and currently in Year 2 of 5 for implementation, the project provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve UNAIDS 90-90-90 targets. FIKIA implementation spans a total of 58 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu, Mara, Pwani, Tanga, and Dar es Salaam.

ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives. ICAP is now seeking to fill the below position for the FIKIA project :

Position Title: Technical Advisor – Community Based HIV Services

Reports to: Director of Prevention Services

Supervises: Technical Officers

Location: Dar es Salaam

Travel: Up to 50% in intervention regions

Overall Job Function:

The incumbent will be responsible to provide technical guidance on community-based HIV services being implemented under ICAP’s FIKIA project in all nine implementation regions (Dar es Salaam, Pwani, Tanga, Mwanza, Mara, Simiyu, Geita, Kagera, Kigoma). Under the guidance of the Director of Prevention Services, s/he will work closely with regional teams to provide technical assistance ensuring effective implementation of programs to achieve 90-90-90 goals for HIV epidemic control. For emerging components related to new HIV prevention and research/surveillance strategies, the incumbent will engage with key stakeholders in Tanzania to oversee the planning, implementation, and M&E of these projects which will be integrated into the larger prevention portfolio.

Specific responsibilities and duties:**

· Provide guidance to planning, implementation and monitoring of the designed community-based HIV programs to achieve programmatic, financial and administrative goals and ensure project resources are utilized for the program in line with applicable ICAP and donor policies and procedures.

· Contribute to planning and coordination of emerging strategies for community-based HIV service delivery by coordinating with relevant stakeholders from donor and GoT, providing technical guidance in the development of SOPs and submission of protocols where relevant, coordinating timely implementation of all major activities according to the objectives and timeline, conducting relevant site visits, supporting M&E related activities to the projects, and developing reports on program progress and achievements.

· Ensure compliance with international and national standards and best practices for research and program implementation and that all programs are implemented in accordance with national guidelines and policy, protocol/SOPs, good clinical practice, and ethical/regulatory requirements

· Lead frequent supervision and monitoring visits to program sites and regions.

· Support regional offices to develop annual work plans to achieve 100% of annual targets on HIV testing, yield, ART initiation, retention and other related indicators and closely monitor the implementation of work plans

· Participate in national technical working groups

· Collaborate with M&E unit to translate data outcomes into programmatic improvement strategies, and provide data analysis support to monitor effectiveness of interventions

· Build capacity of the prevention team to review and analyze data and develop outputs (abstracts, manuscripts, presentations) for dissemination and participate in the development of analysis plan

  • Perform any other tasks assigned by the supervisor

Required Qualifications, Knowledge and Skills:

  • Required Education:

  • Master’s degree or higher in the following fields: Public Health, Epidemiology, Biostatics, or Medical degree including MD, MBBS, DDS or equivalent discipline

  • Required Experience: Minimum 4 years’ work experience in HIV prevention, care & treatment, or research with a donor-funded organization

  • Preferred: experience with community-based and/or KVP-focused HIV programs

  • Demonstrated knowledge and experience in the field of HIV/AIDS epidemiology, and provision of services related to HIV testing, counseling, and care

  • Excellent written and verbal communication skills with fluency in English

  • Strong computer skills (MS Excel, Access, Word, and PowerPoint at minimum; preferred proficiency with statistical software such as SAS and SPSS).

· Ability to provide high quality technical assistance to regional offices.

· Ability to work independently with strong problem skills

· Flexible to work after normal working hours and weekends with significant travel to intervention regions

  • Familiar with Tanzanian context and language; fluency in Kiswahili preferred
