ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University’s Mailman School of Public Health (MSPH) registered in Tanzania as MSPH Tanzania LLC since February 2005 (SO No. 12987). ICAP currently operates in nine regions across Tanzania and employs over 200 people to deliver public health interventions in close collaboration with the Ministry of Health, Community Development, Gender, Elderly, and Children (MoHCDGEC) and the National AIDS Control Program (NACP).

Since October 2016, ICAP has been receiving PEPFAR funding from Centers for Disease Control and Prevention (CDC) for a 5-year project delivering HIV interventions as the community implementing partner. Known in country as the FIKIA Project and currently in Year 2 of 5 for implementation, the project provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve UNAIDS 90-90-90 targets. FIKIA implementation spans a total of 58 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu, Mara, Pwani, Tanga, and Dar es Salaam.

ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives. ICAP is now seeking to fill the below position for the FIKIA project : **

Position Title: Technical Officer, Combination Prevention

Reports to: Technical Advisor, Combination Prevention (CP)

Location: Dar es Salaam

Travel: Up to 50% in intervention regions

Overall Job Function:

The incumbent will be responsible to provide technical assistance to combination Prevention (CP) activities for the ICAP FIKIA project in all regions (Mwanza, Kagera, Geita, Simiyu, Dar es Salaam, Pwani, Tanga, Kigoma and Mara). S/he will work closely with the Technical Advisor – Combination Prevention in Dar es Salaam to implement technical assistance for CP strategies and ensure achievement of the UNAIDS 90-90-90 goals in the HIV cascade for targeted populations throughout FIKIA program.

Specific responsibilities and duties:

• Assist in the planning and implementation of combination prevention technical assistance to demonstration and scale-up sites in PEPFAR regions.
• Provide technical support in the planning, implementation, and monitoring of Linkage Case Management initiatives for the ICAP FIKIA project to ensure sustained achievement of linkage to care and index testing for HIV-diagnosed clients receiving services in the community across all FIKIA regions.
• Coach and mentor field teams during site supervision to project regions to ensure combination prevention interventions are being implemented with integrity.
• Assist the technical team coordinating BCPE trainings and participate in stakeholder meetings at regional and national levels.
• Assist technical team in operationalization of demonstration projects and program evaluations related to linkage and retention in care, to ensure implementation according to protocols, compliance with local and Columbia University Institutional Review Boards and adherence to ethical standards and SOPs.
• Contribute to the development of manuscripts, reports, abstracts and presentations to disseminate results of program evaluations and demonstration projects.
• Perform any other relevant duties as assigned by the supervisor.

Required Qualifications, Knowledge and skills:

• Required Education: Either Masters level degree or higher in public health or related discipline; or Bachelors in Public Health, Medical related discipline, Sociology, Community Development, Social Work and minimum 5 years related work experience.

• Preferred: degree in a clinical discipline.

• Required Experience: Minimum 3 years’ experience working in a health setting in Tanzania.

• Preferred: Experience in fields related to HIV, combination prevention interventions, key and vulnerable populations, and/or community health.

• Preferred: Previous experience on CDC/PEPFAR funded projects.

• Excellent communication skills, including writing and presentation skills. Fluent in both Kiswahili and English.

• Excellent computer skills: MS Excel, Word, PowerPoint at minimum.

• Ability to adapt to situations quickly and problem solve.

• Ability to work independently and travel extensively to remote areas.

• Flexibility to work after normal working hours and weekends at informal gatherings and entertainment centres.

• Ability to interact well with all targeted beneficiaries, health care workers, and volunteers by facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment in the program, and to welcome all clients regardless of their background
