FHI 360 seeks a qualified candidate for the position of Monitoring, Evaluation, & Learning Manager for an upcoming USAID-funded project- Tanzania Improved Nutrition for Better Life.

Availability of position is contingent upon funding and approval of key personnel.

Position Summary:

The Monitoring, Evaluation, and Learning Manager will be responsible for the design, implementation and technical quality of all monitoring, evaluation, activities and contributions to learning activities on the project. The candidate will provide technical leadership on program monitoring and evaluation and will work with the project team to ensure that M&E data is used to inform project implementation and learning. The candidate should have experience and competence in the development and implementation of project performance management plans (PMP), have both strong qualitative and quantitative evaluation skills.

Responsibilities:

  • Lead the design and implementation of the project’s monitoring and evaluation activities, including: development of the project’s Performance Monitoring, Evaluation, and Learning (MEL) plan
  • Develop and monitor project indicators; implementation of periodic project evaluation studies; oversight of project data collection and analysis; synthesis of data and study outcome reports; and quality assurance and auditing of data
  • Contribute to the development and implementation of a robust learning agenda that uses project data for both internal learning and adaptation and for strengthening the learning among partners, donors, host country government counterparts and other stakeholders
  • Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to project stakeholders
  • Oversee activities to build capacity of government counterparts, civil society and other stakeholders in program monitoring and evaluation, data collection and management, and research and learning methods
  • Monitor and maintain relevant protocols, instruments, data sets, manuals, training materials and reports
  • Oversee a team of MEL staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence

Qualifications:

  • Bachelor’s Degree in nutrition, public health, sociology, adult education, international development, or related field with minimum 7 years or Master’s degree in nutrition, public health, sociology, adult education, international development, or related field with minimum of 5 years of management and coordination experience in leading and managing monitoring, evaluation, and learning strategies for programs of a similar size and complexity

  • Proven experience leading collaborative learning and adaptation structures, such as the use of knowledge management systems to facilitate learning and adaptation for activity results

  • Demonstrated experience in supporting and working with technical staff and stakeholders in the development of operational research partnerships around nutrition interventions.

  • Ability to communicate effectively in English, both verbally and in writing; fluency in Swahili is highly desirable.

  • Strong quantitative and qualitative analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences,

  • Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, STATA, and SPSS) and experience training others in its use is highly desirable.

  • Experience with USAID-funded programming.

  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
