Overview
Management Sciences for Health (MSH) is seeking a dynamic, results-focused professional for the position of Quality Assurance/Improvement (QA/QI) Advisor for the Technical Support Services Project (TSSP), a President’s Emergency Plan for AIDS Relief (PEPFAR) and Centers for Disease Control and Prevention (CDC)-funded project in Tanzania. The goal of the project is to provide technical assistance to the Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC) and to Public Health Institutions (PHIs) in Tanzania, including the National AIDS Control Program (NACP), the Zanzibar Integrated HIV, TB, and Leprosy Program (ZIHTLP), and the National Institute for Medical Research (NIMR) to lead and manage the country’s HIV response and build sustainable health systems.
The QA/QI Advisor will provide technical assistance (TA) to the MOHCDGEC and to prioritized PHIs to institutionalize QA/QI standards and processes through coordination and implementation of the Star Rating quality assessment and improvement program in health facilities delivering HIV services. The QA/QI Advisor will also support the development/adaptation and application of QA/QI data management systems to track the implementation of health facility quality improvement (QI) plans and other HIV/AIDS service quality improvement activities in PHI programs.

02-Senior Advisor, Health Management Information System and Monitoring & Evaluation Job DSM
Specific Responsibilities
- Lead the design and oversee the implementation of internal TSSP M&E frameworks, plans and indicators to assess project performance and impact, and report progress towards the project’s objectives.
- Collaborate with CDC, the MOHCDGEC, and other stakeholders via M&E technical working groups and other relevant bodies to ensure that the TSSP project M&E plans align with national systems and priorities
- Collaborate with the MSH Home Office, to lead the development and oversee implementation of project evaluations, including process and outcome evaluations
- Lead the development and targeted M&E and Learning activities for specific TSSP interventions
- Support the MOHCDGEC and PHIs in carrying out quantitative and qualitative analyses of HIV and other priority data
- Conduct capacity strengthening workshops in the areas of data analysis and use and program monitoring and evaluation.
- Mentor PHI staff on monitoring and evaluation methodologies and practices
- Support the MOHCDGEC in the operationalization in the field of policy decisions (e.g., through trainings, presentations, analyses)
- Support the MOHCDGEC and PHIs in the development, revision and operationalization of the National Data Demand and Use (DDU) strategy and the National M&E Strengthening Initiative (MESI).
- Complete other duties and special assignments, as requested by the Project Director
Qualifications and Experience
- Advanced degree in epidemiology, public health, or related health, medical, or social science discipline; doctoral-level degree preferred.
- A minimum of 7 years of progressively responsible experience including provision of technical assistance to government agencies and/or to large international NGOs in developing and strengthening health systems, senior-level strategic information (including M&E and HMIS) expertise, and responsibilities on international HIV or other health projects.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, CDC and other donor organizations.
- Proven track record of fostering team collaboration in order to achieve goals, meet milestones, and produce on time high quality written qualitative, quantitative, and narrative deliverables.
- Proven capacity in designing and establishing M&E and data quality improvement systems, developing and implementing Performance Monitoring Plans, development of quantitative and qualitative research instruments, designing and conducting program evaluations, conducting data analysis and use, and M&E capacity strengthening workshops.
- Advanced statistical analysis and data management skills using Excel and presentation skills.
- Good understanding of the Tanzania Health System, the National Health Management Information system, PEPFAR program requirements, and the supporting electronic platforms such as DHIS 2 and PEPFAR’s Data for Accountability Transparency and Impact (DATIM) online platform.
- Sound knowledge of DHIS 2, with capacity to assist the MOHCDGEC to strengthen its DHIS2 national instance and HIV specific strategic information. Experience designing or working with dashboards and other web based health program data management and presentation tools.
- Experience in working in the fight against HIV/AIDS, especially working with the National Aids Control Program (NACP), and knowledge of the HIV CTC information systems, is a plus.
- Experience working with the MOHCDGEC and the Tanzania government.
