MSH is seeking to recruit dynamic and result-focused professionals for the Tanzania Technical Support Services (TSSP) Project, a President’s Emergency Plan for AIDS Relief (PEPFAR) and Centers for Disease Control and Prevention (CDC)-funded project in Tanzania. The goal of the project is to provide technical assistance to the Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC) and to Public Health Institutions (PHIs) in Tanzania to lead and manage the country’s HIV response and build sustainable health systems.
Position Summary
The Senior HMIS/M&E Advisor will lead the project M&E activities including systems development and implementation, strategy and guidance document development, capacity building, quantitative and qualitative data analyses, program evaluation, and routine program monitoring activities, to provide the needed advisory and capacity building support to the MOHCDGEC and PHIs and to meet the CDC development assistance goals in Tanzania.
Qualifications, Knowledge, Skills and Competencies
The ideal candidate should have an advanced degree in Advanced degree in epidemiology, public health, or related health, medical, or social science discipline; doctoral-level degree preferred.
A minimum of seven (7) years’ of progressively responsible experience including provision of technical assistance to government agencies and/or to large international NGOs in developing and strengthening health systems, senior-level strategic information (including M&E and HMIS) expertise, and responsibilities on international HIV or other health projects.
S/he should have demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, CDC and other donor organizations.
The candidate should have proven track record of fostering team collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Capacity in designing and establishing M&E and data quality improvement systems, developing and implementing Performance Monitoring Plans, development of quantitative and qualitative research instruments, designing and conducting program evaluations, conducting data analysis and use, and M&E capacity strengthening workshops.
S/he should have advanced statistical analysis and data management skills using excel and presentation skills. Good understanding of the Tanzania Health System, the National Health Management Information system and the HIV CTC information systems, should have sound knowledge of DHIS 2, with capacity to assist the MOHCDGEC to strengthen its DHIS2 national instance and HIV specific strategic information. Familiar with PEPFAR program requirements and PEPFAR’s Data for Accountability Transparency and Impact (DATIM) online platform. Sound knowledge of DHIS 2, with capacity to assist the MOHCDGEC to strengthen its DHIS2 national instance and HIV specific strategic information. Experience designing or working with dashboards and other web based health program data management and presentation tools.
In addition, the candidate should have sound experience in working in the fight against HIV/AIDS, especially working with the National Aids Control Program (NACP), and knowledge of the HIV CTC information systems, is an added advantage. Experience working with the MOHCDGEC and the Tanzania government. Experience working with CDC, PEPFAR, U.S. Government or other bi-lateral donors preferred.
The ideal candidate should have demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills. S/he should have fluency in English and excellent verbal and written communication skills is a must
