01-Chief of Party(2 posts)
Position Summary:
To lead the project and be responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with national and international partners and other key stakeholders. S/he has overall programmatic and fiscal responsibility for the project, including achieving project results, effectively communicating accomplishments, making financial reports, and ensuring compliance with all US government and organization’s regulations.
Responsibilities:
- Developing and executing the overall project strategy and work plan and achievement of project results;
- Directing and monitoring the implementation of activities, ensuring are performed to a high professional standard;
- Ensuring program deliverables are met in a high quality and timely fashion in compliance with donor- related, organization’s, and program-specific policies;
- Providing managerial oversight to all project activities and partnerships; Overseeing the sub-contract and subgrant cycle from pre-award to close- out processes based on regulations, policies, and procedures;
- Providing oversight for the project’s financial management systems, and ensuring to be in line with the required policies and procedures/rules and regulations;
- Overseeing project budget development and undertaking a regular analysis of project expenditure;
- Developing and maintaining strong, collaborative relationships with government entities to support project implementation;
- Maintaining effective linkages between technical components, grants and finance and administrative functions within the project;
- Coordinating with other donor implementing partners on common objectives and activities;
- Maintaining a strong and wide network with key partners and stakeholders in relevant technical areas, and ensuring the project is represented on appropriate working groups.
Qualifications:
- Master’s Degree in nutrition, public health, agriculture, social sciences, international development, organizational management, or a related field with 7-9 yrs of related experience; OR Bachelors Degree in similar field with 9-11 yrs related experience
- Five years senior level management experience in the design, implementation, and management of programs of similar setting, complexity, and size.
- Demonstrated leadership skills and experience in organizational management, budgeting, and staff development.
- Proven record of building teams and fostering collaboration through productive working relationships to achieve program goals, meet program milestones, and produce quality program results
- Knowledge of Government development initiatives, regulations, and processes
- Exceptional English ın written and oral communication skills; Swahili preferred. Relevant experience in East Africa is preferred.
- Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations.
- Demonstrated knowledge of donor (preferably USAID) policies, procedures, and approaches related to program design/implementation, budgeting, monitoring and evaluation.
- Strong written and oral communication skills.
- Ability to travel locally and internationally as requested.
02-Monitoring, Evaluation, & Learning Manager
Position Summary:
The Monitoring, Evaluation, and Learning Manager will be responsible for the design, implementation and technical quality of all monitoring, evaluation, activities, and contributions to learning activities on the project. The candidate will provide technical leadership on program monitoring and evaluation and will work with the project team to ensure that M&E data is used to inform project implementation and learning. The candidate should have experience and competence in the development and implementation of project performance management plans (PMP), have both strong qualitative and quantitative evaluation skills.
Responsibilities:
- Leading the design and implementation of the project’s monitoring and evaluation activities, including the development of the project’s Performance Monitoring, Evaluation, and Learning (MEL) plan;
- Developing and monitoring project indicators;
- implementation of periodic project evaluation studies;
- oversight of project data collection and analysis;
- synthesis of data and study outcome reports; and quality assurance and auditing of data;
- Contributing to the development and implementation of a robust learning agenda that uses project data for both internal learning and adaptation and for strengthening the learning among partners, donors, government counterparts and other stakeholders;
- Overseeing the dissemination of information on successful and promising approaches, lessons learned and other program results to project stakeholders;
- Overseeing activities to build the capacity of government counterparts, civil society and other stakeholders in program monitoring and evaluation, data collection and management, and research and learning methods;
- Monitoring and maintaining relevant protocols, instruments, data sets, manuals, training materials and reports;
- Contributing to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.
Qualifications:
- Bachelor’s Degree in nutrition, public health, sociology, adult education, international development, or related field with minimum 7-9 years OR Master’s degree in similar/related field with minimum of 5- 7 years of management and coordination experience in leading and managing monitoring, evaluation, and learning strategies for programs of a similar size and complexity.
- Proven experience leading collaborative learning and adaptation structures, such as the use of knowledge management systems to facilitate learning and adaptation for activity results.
- Demonstrated experience in supporting and working with technical staff, and stakeholders in the development of operational research partnerships around nutrition interventions.
- Ability to communicate effectively in English, both verbally and in writing; fluency in Swahili is highly desirable.
- Strong quantitative and qualitative analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
- Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, STATA, and SPSS) and experience training others in its use is highly desirable.
- Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
